You are exactly right. Due to CBS' coverage of the US presidential election last Tuesday, NCIS was not shown, meaning we did not have a new episode. Perhaps I should have warned you last week.
According to Yahoo7 TV Guide, next week will again be a repeat.

As to your last question regarding the next episode, it's called Collateral Damage and will air on CBS today (November 11). According to tv.com (spoilers below):

has anyone seen 6x08 yet?!?!?!!! my god, it completely beats judgement day and twilight and all those that used to be my favourite episodes! a million twists and things, one of those storylines that is really hard to understand but so so clever and ahhh. tony is amazing in it, so different, but amazing.
