I never went to schoolies.. but its basically just a week for those that have graduated year12 to party/drink/have a good time with friends.

If I am right, the banner, which has a guy and a girl, is on either the western side of Gibdon Street overpass or Yarra Boulevard overpass above Citylink at Burnley (Melway reference 2H F12 to H12). If you drive on Citylink away from the city you will be able to see the banner. Alternatively, drive to Barkly Avenue or Twickenham Crescent, which is above the tollway.

Bern pretty much got it correct, but it's usually located in Brisbane but up the Gold Coast where possibly every graduated grade 12 from every Brisbane high school goes up there. They rent out an apartment for a week and pretty much just stay drunk the whole time while going to the beach and partying non-stop. So crowded with students and security and police - it can get insane. People can get arrested, hospitalized and over the past years some students have even been killed/died.
That's Brisbane, I think Sydney and Melbourne have there own though.
People from Melb/Syd fly to QLD or they head to the beaches around here.. the same deal though
